Taiwan reiterates commitment to joining ICAO

2025/09/10

The Civil Aviation Administration under the Ministry of Transportation and Communications said Taiwan’s meaningful participation in the International Civil Aviation Organization is necessary for global aviation safety.

According to the agency, a media group comprising 16 journalists from 13 countries called at the agency and Taipei Songshan Airport Sept. 8 to better understand the local airline industry and government policy to ensure sustainable aviation safety.

CAA Director General Ho Shu-ping said the CAA-supervised Taipei Flight Information Region serves around 1.64 million flights in 2024 and plays a key role in ensuring aviation safety and flight services in the Asia-Pacific.

Ho said Taiwan’s airports served around 64 million passengers last year. Citing 2023 statistics compiled by Canada-based Airports Council International, she said Taoyuan International Airport ranked 15th globally and fifth in the Asia-Pacific in passenger traffic, and sixth globally and fourth in the region in cargo traffic.

Despite its long-term absence from the ICAO, Taiwan remains committed to ensuring aviation safety, efficiency and sustainable development of the Taipei FIR, the DG said. As a member of the global community committed to complying with ICAO standards, Taiwan should not be excluded from the U.N. specialized agency, she added.

As an island country that relies heavily on aviation for expanding trade and connection with the world, Taiwan takes aviation safety very seriously, she said, calling on the ICAO to welcome Taiwan’s meaningful participation to build a safe and sustainable aviation environment to the benefit of all.

According to the CAA, visiting journalists said it is important to maintain international aviation network integrity for better aviation governance. They agreed that given Taiwan’s critical geographic location and aviation safety prowess, it needs to be included in the ICAO system for relevant discussions of issues and timely information updates.
