MOFA, MOTC call for Taiwan’s UN, ICAO participation

A press event was held by the Ministry of Foreign Affairs and Ministry of Transportation and Communications Sept. 9 in Taipei City to call for Taiwan’s participation in the U.N. and the International Civil Aviation Organization.
The 80th edition of the U.N. General Assembly kicked off Sept. 9 at its New York City headquarters, while the 42nd edition of the triennial ICAO Assembly will take place from Sept. 23 to Oct. 3 in Montreal of Canada.
Vice Foreign Minister Ger Bau-shuan said during the event that China’s use of gray zone tactics in the Taiwan Strait, South China Sea and the Indo-Pacific, along with its disregard for global regulations, disrupt the rules-based international order. He cited Beijing’s arbitrary decisions in 2024 and 2025 to activate the W121, W122 and W123 connecting paths of the M503 flight route, and the announcement earlier this year to delineate a military exercise zone off the coast of Kaohsiung and Pingtung for gunnery training as examples of actions that threaten regional peace and aviation security.
Taiwan has long been excluded from the U.N. system as a result of China’s so-called “one China principle” and ongoing attempts to distort U.N. Resolution 2758, Ger said, adding that the resolution does not mention Taiwan or say that Taiwan is part of the People’s Republic of China. He stated that only the government democratically elected by the 23 million people of Taiwan can represent them in the U.N. system or any other global organization.
The vice minister also said the government’s 2025 U.N. campaign will focus on enhancing global awareness of China’s distortion of the resolution and the fact that the resolution does not exclude Taiwan’s U.N. participation, as well as urging the U.N. to stop using the resolution as an excuse to deprive the rights of the Taiwanese people and press to take part in its activities and meetings.
Ger said the MOFA will work with the MOTC to seek Taiwan’s participation in the ICAO Assembly as a guest, but stated that a delegation would be sent to Montreal to garner support for Taiwan whether an invitation was received or not.
